Pre-Emergent on Fine Fescue

Just want to confirm my understanding of what pre-emergent can be used for established Fine Fescue.

From what I have read on NZLA it is that the Meso is the only go to solution…

How could this also work in conjunction with getting in a Halo application in also? Specific order etc.

I always get my first granular down beforehand too
